The meeting started with the identification of public services provided by civil society in Kosovo. Further on, the discussion was focused on legal impediments and lack of financial support by public authorities for organizations providing these services, as well as in the identification of services which are not currently covered by any of the institutions.
Conclusions drawn after the discussions may be summarized as follows:
• There is significant number of civil society organizations providing services to the citizens of Kosovo;
• The key fields covered by the CSOs are mainly of social, educational and health nature;
• Despite the relatively large number of civil society organizations providing civil services in Kosovo, the financial support by local public authorities is not satisfactory and equally based;
• Lack of legal support for the provisions of public services;
• The general need to put in place a cooperation mechanism with public authorities in Kosovo and setting of standards for the provision of public services by the civil society organizations;
• In the next Working Group meetings other organizations are invited, which may not be aware of this initiative.
At the end of meeting, the duties and responsibilities were allocated to every present organization:
1. Each participant to the meeting was tasked to make a brief analysis on the legal framework for the provision of public services by the civil society;
2. To identify the fields covered by the provision of public services;
3. To identify fields not covered, namely the fields that are needed for the provision of public services;
4. Each participant to the meeting was tasked to list the civil society organizations providing public services.
This meeting was attended by 10 representatives of civil society organizations.
