During the third year of the project funded by the National Endowment for Democracy, the CiviKos Platform worked with legal experts and officials from the Ministry of Finance, Labor and Transfers, the Ministry of Local Government Administration, as well as from several Kosovo municipalities to address the issue of the compensation of the heads of local councils. At the end of the workshop, the research findings and discussion inputs were summarized in an analysis document.

This analysis examines the legal framework that regulates the functioning of local councils in Kosovo, with a particular focus on the compensation of the heads of these councils. The analysis highlights the problems in non-payment of the heads of local councils, which affects their dysfunction and effective cooperation between municipalities and local communities.

Local councils play a key role in representing citizens’ interests and ensuring their participation in decision-making. The legal framework includes the Law on Local Self-Government and administrative guidelines for the organization and operation of local councils. However, the practical implementation of these rules remains a challenge.
