A two-day workshop on the Regulation of Payments for Local Council Chairpersons was organized as a continuation of CiviKos’s efforts to enhance citizen participation in local decision-making. This workshop brought together representatives from municipalities and the relevant ministries of Finance, Labor, and Transfers, and the Local Government Administration to discuss the legal regulations and challenges related to the implementation of compensations for local council chairpersons.

Led by the legal expert, Mr. Qerkin Berisha, the discussion covered in detail the current legal framework regulating the operation of local councils. Specifically, the Law on Local Self-Government, Administrative Instruction (MAPL) No.02/2019 on the Organization, Functioning, and Cooperation of Municipalities with Villages, Settlements, and Urban Neighborhoods, and Municipal Regulations on cooperation with villages and local communities were discussed. In this context, the current challenges related to the compensation of local council chairpersons and the ways of addressing these challenges through the coordination of central and local-level institutions were discussed.

The workshop concluded with the group agreeing to continue further discussions to find a practical and sustainable solution to this issue and develop a joint analysis of findings and recommendations.
