Office of the Prime Minister / Office of Good Governance, in close cooperation with CiviKos Platform and with the support and cooperation of the Legal Office and the Office of Strategic Planning in the Office of the Prime Minister has drafted and finalized Government Strategy and Action Plan for Cooperation with Civil Society 2013-2017.
Government of the Republic of Kosovo on 5 July 2013 approved the Government Strategy and Action Plan for cooperation with civil society 2013-2017. Accordingly it is also the first strategy for cooperation between the Government and Civil Society in Kosovo.
This strategy presents the basics of the cooperation between the Government and Civil Society in Kosovo, obliging the Government of the Republic of Kosovo to be fully committed in creating favorable conditions for the development of civil society. Office of the Prime Minister / Office for Good Governance, with the help of CiviKos will be responsible for coordinating the entire process of implementation of the Strategy and Action Plan, and to ensure an independent approach to monitoring and evaluating the success of the implementation of this Strategy will establish a joint Council with the participation of both parties.
In 2007, the Government of the Republic of Kosovo has signed a Memorandum of Cooperation with Civil Society (represented by Platform CiviKos). This Memorandum represents the first formal document that provides mutual commitment to institutional cooperation and genuine partnership between the Government and civil society.
In September 2011, the decision of the Secretary-General of the Prime Minister’s Office, the Office for Good Governance within the Office of the Prime Minister (OPM / OGG) is mandated to be responsible for drafting the strategy for cooperation with civil society. OPM / OGG in cooperation with the Office of Legal Affairs and Strategic Planning Office within the Office of the Prime Minister established the initiators for drafting the strategy for cooperation with civil society. In this group are included civil society organizations represented by CiviKos platform, Kosovar Civil Society Foundation (KCSF) and the National Democratic Institute (KDI).
Initiating group has identified key issues that are needed to be addressed by the strategy and has prepared the work methodology for a comprehensive process of drafting a strategy for cooperation.
OPM / OGG in cooperation with CiviKos Platform have organized numerous workshops at both the central and local levels for the design of the logical framework of the Strategy for cooperation with civil society. Throughout the process, participants were representatives of civil society organizations in Kosovo, officials of the Government of the Republic of Kosovo, media representatives and representatives of international organizations operating in Kosovo.
The Strategy Government – civil society cooperation focuses mainly on central level and it extends in the entire territory of Kosovo. The strategy has a 5 year term, respectively includes the period 2013-2017.
Strategic objectives to be achieved within the period 2013-2017 are:
• Strategic Objective 1: Civil Society secured and empowered participation in the formulation and implementation of policies and legislation
• Strategic Objective 2: Develop a system of contracting public services to civil society organizations
• Strategic Objective 3: Operating system and defined criteria for financial support for CSOs
• Strategic Objective 4: Empower integrated approach to the development of volunteering
